With reference to your letter of May 17th enclosing copies of a letter and telegram from the Governor of Hong Kong to the Colonial Office regarding the appointment

of an executive wireless officer, we have the honour to state that there should be no serious difficulty in procur- ing suitable candidates at the salary offered, namely £725 rising to 2950.

2. We do not consider that either Mr. W. J. Covell or

Mг. W.G. Tucker is qualified for the appointment.

Mr. C. R. Keyte is a capable officer with the requisite experience in wireless work and he has proved a good administrator in Somaliland. We observe that in the Governor's letter of February 9th it is proposed that the appointment should be on probation for one year, and thi a
